Urban areas in Act on regional development
Defining urban (together with defining rural and transitional) areas is one of the most challenging tasks of modern regional development policy. In many cases borders of urban areas are defined for individual purpose and there is no unified widely-used methodology. To define urban areas it is necessary to find balance between different sectors, local wishes for including/excluding part of territories in urban area and administrative borders (which ensure decision making in certain area). Act on regional development defines three types of urban areas:
Population is determined based on last Census (2011). In case of shared border by two or more urban areas, they are considered as one urban area. Urban agglomerations (the list of local self-governments units included in agglomerations) are defined by decision of the Ministry based on proposals of central cities. Decisions are available at the site of the Ministry.
Larger urban areas are established by towns with more than 35,000 inhabitants: Zadar, Slavonski Brod, Pula, Karlovac, Sisak, Varaždin, Šibenik, Dubrovnik, Bjelovar i Vinkovci. Towns which met criteria, but are included in urban agglomerations are: Samobor and Velika Gorica (urban agglomeration Zagreb) and Kaštela (urban agglomeration Split). Smaller urban areas are established by towns with more than 10,000 inhabitants in central settlement: Vukovar, Koprivnica, Požega, Đakovo, Metković, Čakovec, Virovitica, Makarska, Rovinj, Županja, Nova Gradiška, Križevci, Knin and Slatina and by administrative centres of counties: Gospić, Krapina and Pazin. There are several towns which fulfill the mentioned criteria that are included in urban agglomerations: Zaprešić and Dugo Selo (urban agglomeration Zagreb), Solin, Sinj and Trogir (urban agglomeration Split) and Kastav (urban agglomeration Rijeka). Petrinja and Kutina, also with population over 10,000 in central settlements share border with Town of Sisak and will form joint larger urban area. Depending on neighbouring self gouveremnet units there is also possibility of joining towns with are situated close to each other (such as Vukovar and Vinkovci or Varaždin and Čakovec) which could decrease the total number of urban areas. DEGURBA identification or urban areas At the webpages of EUROSTAT, LAU 2 units (municipalities and towns in Croatia) are divided in three categories that can be interpreted as urban, transitional and rural settlements:
According to this methodology there are five local units classified under code 1 in Croatia - Zagreb, Split, Rijeka, Osijek and Slavonski Brod. - administrative division to towns and municipalities according to Act on territories of counties, towns and municipalities,
- methodology used by Croatian Bureau of Statistics when defining urban settlements for Censuses,
- identification of rural and transitional areas for Rural Development Programme (for Rural Development Programme of RoC 2014-2020 urban areas are central settlements in the towns of Zagreb, Split, Rijeka and Osijek, while all other territory is classified as rural and transitional areas).
