Main and most formal elements of regional development policy are: legal, strategic and institutional framework.
Most important part of Legal framework for regional development are Act on Regional Development of the Republic of Croatia and its subordinate legislation. Act with the same title was adopted for the first time in 2009. Current Act on Regional Development was adopted in 2014 and entered info force on 1 January 2015.
In the earlier phase of Croatian regional development policy, specific areas has been established as it was assessed that some areas need specific support (hilly-mountainous areas, areas of special state concern, islands...). For those areas individual acts were designed and they are, each after several amendments, still in force.

Strategic framework for regional development refers to planning documents of regional development policy prescribed by the Act:
Additional programmes that will be designed and implemented in accordance with the Act on Regional Development can also be considered as a part of strategic framework (Programme for enhancement of regional competitiveness and urban development; Programme for sustainable social and economic development of assisted areas and other areas with specific development issues). In wider sense strategic framework also includes other territorial strategies (such as strategies of local actions groups), programming documents for utilisation of EU funds but also sectoral strategies which partially deal with regional development issues.
- Strategy of Regional Development of the Republic of Croatia,
- County development strategies (including the Development Strategy of the City of Zagreb) and
- Development strategy of urban areas.
