Development index is composite indicator calculated as avarege of severeal socio-economic indicators. It is calculated periodically (every three years) for the local and regional self-government units with the aim of monitoring their development level.
Legal grounds for calculation of Development index are: Act on regional development of Republic of Croatia (Official Gazette 147/14 and 123/17) and Regulation on Development index (Official Gazette 131/17). These documents include additional information on monitoring, assessment and classification related to development level. Index was design with aim to create unified methodology for measuring development of local (LAU 2) and regional (NUTS 3) self-government units. It is composed of following indicators: 1. unemployment rate, 2. income per capita, 3. income of local/regional budget per capita, 4. population change, 5. rate of education, 6. ageing index. Data used for calculation of Development index are publicly available and therefore tables with calculation present useful source of statistical data at regional and local level. The procedure of distributing units according to Development index was changed in 2017 by Amendments of the Act on Regional Development. The new procedure envisage local units to be divided in eight groups (insted of 5) while the regional units are divided in four groups. Local self-government units with Development index bellow average (under 100%) are distributed in four groups with equal number of units forming Groups I, II, III and IV. Units with Development Index above average are also distributed in four equal groups forming Groups V, VI, VII and the most developed Group VIII. Regional self-government units with Index bellow average are divided in two equal groups - Groups I and II. Units with Index above average (under 100%) are divided in Groups III and IV. |

In October 2017 Ministry also published Evaluation of existing and proposal of new model for calculation of Developement index and calculation of new Development index for local and regional self-gouverment units in the Republic of Croatia. Previous calculation of Development Index
Until 2017 Development index ewas calculated as weighted avarege of five socio-economic indicators:
1. unemployment rate,
2. income per capita,
3. income of local/regional budget per capita,
4. population change,
5. rate of education.
Based on Development index, local self-government units were classified in five, and regional self-government units in four groups. Units with Development index lower than 75% compared to Croatian average were considered assisted areas (local self-government units classified in 1st and 2nd group and regional self-government units classified in 1st group).
First calculation of Development index for all counties, municipalities and towns in Croatia was preformed in 2010 and was valid in period 2011-2013. As a result Decision on classification of local and regional self-government units according to development level was adopted (Official Gazette 89/10).

Second calculation of Development index dates from 2013. The results were used for preparation of Decision on classification of local and regional self-government units according to development level (Official Gazette 158/13) which entered in force on 1 January 2014 and vas valid until the end of 2017.
