Decision on Regional aid map specifies territories in which state aid for enhancing economic growth of areas with unusually low standard and high unemployment can be given and intensity of the state aid. Areas are defined as NUTS 2 regions (territorial units for statistics level 2) and condition is that the region's GDP per capita in purchasing power standards (PPS) is lower than 75% of EU average.
First Decision on Regional aid map was adopted in 2008 and published in Official Gazette 52/08. Second Decision on Regional aid map was published in OG 19/13 and prolong until 30 June 2014 by the Decision on amendments of Decision on Regional aid map in OG 155/13. Regional aid map for period 2014-2020 was adopted by the Government of Republic of Croatia at its 152nd session on 24 April 2014, and approved by the European Commission on 11 June 2014: SA.38668 Regional aid map for Croatia 2014-2020. Map defines maximal aid intensity for initial investments of large enterprises as follows:
Since the significant area of Continental Croatia is classified as assisted areas at county (regional) level, Government has also adopted additional Conclusion requesting from institutions to avoid situations in which counties with lower development level should be given the lower aid intensity.

Decision on adoption of Guidelines for state aid policy 2015-2017 was published in Official Gazette No 147/14. According to these Guidelines, regional aid, with primary aim to reduce the development gap compared to more developed regions, should be given to assisted region especially for:
– increase of new employment by beneficiaries, – indirect job creation, – professional training, – establishment of new business activities, – widening of existing business activities, – diversification of production, – concentration of economic activities, – technology transfer, – design of new technology.
