Strategy of Regional Development of Republic of Croatia for period until 2020
Strategy of Regional Development of the Republic of Croatia is main planning document of regional development policy, prepared at central level and adopted by Croatian Parliament. Strategy sets objectives and priorities of regional development and methods of their achievement, areas with specific development issues and relations of stakeholders involved in implementation of the Strategy. Content and implementation of Strategy is defined within Article 12 of Act on Regional Development of RoC, and Articles 39 and 40 define details on additional programmes based on Strategy (Programme for enhancement of regional competitiveness and urban development and Programme of sustainable social and economic development of assisted areas and other areas with development issues). Croatian Parliament adopted Strategy of Regional Development of Republic of Croatia for period until 2020 in July 2017. Preparation of strategic document lasted for more than three years and details on preparation including development of analytical background, SWOT workshops, partnership consultation, strategic assessment on environmental impacts, ex-ante evaluation and public consultation is available at site Preparation of strategic documents until 2020. Long preparation is a consequence of limited capacities so it was not possible to conduct programming for ESI funds for period 2014-2020 and design documents of such complexity at the same time. Since the Strategy was not prepared earlier it was necessary to postpone its preparation. Content of The Strategy of Regional Development of the Republic of Croatia for period until 2020 include introduction, analytical part based on analytical background and SWOT workshops, part which defines vision, values, strategic objectives, priorities and measures, description of implementation system, conclusion and appendixes.
There are three strategic objectives set in the Strategy:
Vision of the Strategy is: Croatia 2020.: Regions of prosperity and happy people. Strategy also defines six values:
Progress in implementation should be monitored by specially defined indexes for each strategic objective: Strategic objective 1: Development index at regional (county) level Strategic objective 2: Regional competitiveness index at county level Strategic objective 3: Regional development management quality index at county level Preparation of studies and surveys is also envisaged in order to facilitate implementation and monitoring and some of them are closely related to individual sectors. According to draft Action Plan, financial value of the Strategy in three years is around 32 billions kunas. Almost half of the amount should by , while the budget of MRDEUF will contribute with 562,6 millions. It can be noted that 5 out of 9 priorities will not be financed by the MRDUEF at all which means that successful implementation largely depends on other stakeholders. Appendixes of Strategy includes set of statistical data, forms for preparation of Action plan and its monitoring as well as form for development of indicators (values of which are still not defined or not publicly available). There are also information on compatibility with other strategic documents, results of ex-ante evaluation, strategic assessment of environmental impact and public consultation. |

County development strategies
Adoption of county development strategies is expected in next period. These strategies are developed according to Guidelines for preparation of county development strategies prepared by MRDUEF, and significant role in its preparation is played by regional coordinators.

Development strategies of urban areas
Development strategies of urban areas became obligatory after adoption of Act in 2014. Strategies defines objectives and priorities of urban areas which includes central cities and possibly other local units (with their consent). Four urban aglomeration and three larger urban area that use ITI mechanism in 2014-2020 are obligated to include neighbouring local units and the preparation of strategy is a precondition for use of funds from these mechanism.
There are also Guidelines prepared to facilitate design of these strategies.
