Approach to regional development is not the same in all countries. In some cases regional development issues are under responsibility of regional governance. In some countries there is specific legal and strategic framework dealing with regional development while in others regional development is considered as a general issue.

Finnish legal and strategic framework for regional devleopment
Finland is one of the countries that also have Act on regional development. Unofficial translation of the Act adopted in 2009 (repealing the older one from 2002) is available at:

Slovenian legal framework for regional development
Slovenian Act on supporting balanced regional development - Zakon o spodbujanju skladnega regionalnega razvoja (ZSRR-2) was adopted in 2011: https://www.uradni-list.si/1/content?id=102704

Classification according to development level is in some way different than in Croatia. Composite index is called index of development endangerment - higher value stands for higher development challenges (opposite to Croatian Development index). Total of 14 indicators are included and index is calculated as arithmetic mean of their standardized values. According to last performed calculation values of the index goes from 35,5 to 161,8 for 12 Slovenian development regions.
